obtaining highest marks in science Faculty
Master’s degree in Physics (bagged Gold medal as he stood 1st in
MSc) PG Diploma in urbanization from University of London with
MeritGraduated from National defence College, New Delhi
Studied International Agriculture at the University of
Illinois (USA)
His present assignments include membership of the Board of
Directors of Prasar Bharti, New Delhi and Northern Regional
Board of the RBI. He is also associated at the highest level in
various voluntary organizations involved in the work of
agriculture, rural development, education, development studies
and population.
At the time of retirement he was Chief Secretary , Govt of
Rajasthan (1994 to 97). Prior to this he was Director HCMRIPA
(1981 to 85) & NABARD (1990-92). He has also been
Secretary, Chief Minister, Policy Planning, Agriculture,
Commissioner, Tribal Area Development (85-87). He was Collector
Dungarpur & Bhilwara districts (67-71)
While in service headed some cooperative and public sector
industrial organizations and brought all of them in profit
through restructuring, managerial effectiveness and innovations
He has authored famous Antodaya programme of poverty
alleviation, which received wide acclaim both in India & abroad.
Authored many innovative schemes of participatory development
like Apna Gaon Apna Kam, Vikalpa etc.
He is recipient of many National & International awards,
Indira Gandhi Priyadarshni Vriksha Mitra Award; Acharya Gyan Mal
award; Mewar Gaurav Award
