Shri P.N. Bhandari
has been among the senior-most IAS Officers of Rajasthan.
He joined the Indian Administrative Service in 1965 and retired
in April, 2001. He has held several important assignments in the
Government. He was Collector and District Magistrate in five
districts. His “campaign technique” was deeply appreciated at
the national level and a documentary film was specially prepared
by the Government of India to propagate the technique in other
States. He has also been Vice-Chancellor of Udaipur University
for four years. He has been Secretary to the Government of
Rajasthan in various departments.
He has also been Additional Chief Secretary and Development
Commissioner. After being promoted in the Chief Secretary’s
scale, he was appointed as Chairman of the Civil Service
Tribunal. Shri Bhandari has been Chairman of Rajasthan
State Electricity Board thrice. He has widely traveled abroad
and is a recipient of several awards.
Shri Bhandari has been known for his widespread
innovations in various departments. In power sector large-scale
reforms were introduced during his regime in the RSEB. His out
of turn scheme for agriculture connections, called “Nursery
Scheme” has been widely appreciated by the Planning Commission
and the World Bank. He was able to dramatically improve the
financial position of RESB.
Shri Bhandari was also nominated as a Member of the
Advisory Group of Eminent Persons, by the Power Ministry,
Government of India. The Committee is headed by Union Power
Minister. Shri Bhandari has also been a Director of
BSES, Mumbai and Yamuna Power, Delhi.
Shri Bhandari has been a topper of Rajasthan Judicial Service
and presently he is enrolled as an Advocate in the Rajasthan
High Court.
